The RAIN Bridge Housing Program provides limited, scattered-site, non-congregate, temporary/bridge housing opportunities for individuals and families transitioning from homelessness to more permanent housing solutions. Intense case management and other supportive services are provided to assist in a successful transition to long-term stable housing.
The River Community Church's role in this program is to provide safe and furnished apartment units and case management for county-selected families in the RAIN Program. Families must apply through the County, not with The River Community Church.

The WAV community consists of sixty-nine live/work suites, all designed to serve lower-income families and artists. With a focus on fostering creativity, many of the units are occupied by artists and feature high ceilings, ample natural light, and open space. WAV offers fifty-four affordable apartments specifically designed to accommodate artists and their families.
Additionally, fifteen apartments are specially funded to provide permanent supportive housing for some of the region’s most economically distressed families and individuals. This includes young people aging out of the foster care system and recently homeless families. These units benefit from subsidized rents through HUD project-based Section 8 vouchers.
The River Community Church plays a vital role in supporting families at the WAV Shore Building program by providing onsite assistance and references. Families interested in housing at WAV must apply through their official application process on their website.

The City of Ventura's Foul Weather Shelter Program, in partnership with The River Community Church, provides emergency shelter and stay warm packs for individuals experiencing homelessness during severe weather. The program runs from December 1, 2024, to March 31, 2025.
The City of Ventura, not The River Community Church, activates the shelter. The River does not have an onsite shelter or provide motel vouchers.
Temporary motel shelter is prioritized for individuals 65+ or with chronic health conditions and activates 48 hours in advance when temperatures drop below 40°F or overnight rain exceeds half an inch. Remaining rooms are first come, first served at The River Community Church (859 E. Santa Clara St.) from 5:00–6:00 PM. Those without a room receive stay warm packs with donated essentials like sleeping bags, ponchos, blankets, and socks.
